A group of ugly, worried looking men cluster outside a tumbledown building. One of them holds a torn scrap of newspaper and another fingers his jaw in a meditative manner. On the right a dog steals food from a plate left on a tree stump. One of the many satires on the absorption of common people with politics, to the neglect of their own businesses.

Either side of the main title are two lines of verse;

The Rabble gather round the Man of news

And listen with their mouths.

Some tell, some hear, some judge of news, some make it.

And he that lyes most loud, is most believ’d—
