The handsome, red headed figure of Robert Peel stands full length, directed to the left, wearing a patched, blood stained greatcoat with a sheepskin collar, ‘wellington’ boots and a battered top hat. In one hand he holds a domed rat cage and a paper with an illegible inscription sticks out of his back pocket. Peel is satirised as Wellington’s ‘fixer’ or enforcer, inducing recalcitrant M.P.s to set aside their prejudices and vote with the Government on the issue of Catholic Emancipation. BM 15734
