Whole length portrait of a man walking fast in profile to the right. In his left hand and resting on his left shoulder is a long pair of scales: a small pair is in his right hand. An instrument resembling a pair of shears is attached to the right. side of his coat. His hat is ornamented with the feather of a pen.
‘The Act’ is evidently the Coin Act, which had made scales necessary for all to whom payments were made in gold.
